I think Will keeps throwing out these strange votes b/c he knows the vote is already going the way he wants and he knows no one will think he voted that way. But they will be wondering who was that one vote and start suspecting each other. That Will is a very clever guy.
James' vote shows he is all talk and no action.
If he truly wanted to "start a revolution" he would have voted to evict Erica and then owned up to it.
